City of Taylor Project Updates - June 11, 2025

Local Drainage Projects (Velma, Tammi, Burkett, and Old Thorndale)
- April 29, 2025 – Working through utility conflicts.
- April 22, 2025 – Preparing Benefit Cost Analysis on additional project limits.
Donna Channel
- May 27, 2025 – Submitted response to requests for information from granting agencies last week.
- May 20, 2025 – Received comments on 5/9. Resubmitting bid documents this week.
- May 13, 2025 – Received comments back on Donna Channel & Travis/Franklin last Friday. They are basic comments to add minor notations to the plans. We expect approval in a couple of weeks.
- April 29, 2025 – Working with Oncor to move utilities
- April 1, 2025 – The Texas Water Development Board finally completed the next step in their process and issued an approved Engineering Feasibility Report. Plan review is now in process which is supposed to be a faster process than EFR approval.
Mustang Creek Detention
- May 27, 2025 – Erosion matting and seeding has been installed. Contractor will be occasionally watering for the seeding to set.
- May 20, 2025 – Punch Walk conducted last week. 5-6 erosion items to be dealt with. One change order to include weather days is in process.
- May 6, 2025 - Rock riprap installation complete, seeding and erosion matting placed, punch walk scheduled for 5/13 to address any remaining items.
- April 29, 2025 – Riprap is 95% installed. Starting seeding today. The creek has been released to flow through the area.
- April 22, 2025 – Excavation is complete. Riprap continues.
- April 15, 2025 - Installing riprap near runway continues. Working towards topsoil and seeding.
- April 8, 2025 - Riprap installation is beginning soon near runway. Seeding will follow.
- April 1, 2025 – The creek was pumped out last week and 1700 fish and mussels were relocated downstream to enable continued work.
Travis/Franklin Drainage
- June 3, 2025 – UPRR agreement signed. Using leftover monies from Mustang creek to pay for RR agreement.
- May 27, 2025 – Submitted response to requests for information from granting agencies last week.
- May 20, 2025 – Received comments on 5/9. Resubmitting bid documents this week. UPRR agreement under review.
- May 13, 2025 – Received comments back on Donna Channel & Travis/Franklin last Friday. They are basic comments to add minor notations to the plans. We expect approval in a couple of weeks. Additionally, with Travis/Franklin, we need a permit to direct drainage into Union Pacific Railroad right of way. We are working on an agreement with them to ensure it does not delay or affect the project.
- May 6, 2025 - UPRR encroachment agreement received. Under review from city attorney.
- April 29, 2025 – Working with Oncor to relocate a pole.

Kimbro/Shaw Drainage
- May 6, 2025 - Langford has responded to FEMA request for information.
- April 15, 2025 – A Request for Information was received from FEMA to break down some of the tasks further. Langford is working on a response. This is the first communication from FEMA on the project in over a year.
- April 1, 2025 - No Updates. Still waiting on FEMA.
Water/Wastewater CDBG Grant Project
- April 15, 2025 - Submitted Annie Street project on the 10th last week.
- April 1, 2025 – Team met on 3/14 to discuss projects and application dates. The deadline to apply is April 10. Potential projects include Annie Street between 7th and 4th and West 5th Street between Fowzer and Vance. The potential project costs are $572,800 and $450,000 respectively.
iMarket Sewer Line
- June 3, 2025 – Design is being finalized. Easement acquisition has restarted.
- May 27, 2025 – Sewer design is in second round of permitting review. HDR will submit a proposal for construction oversite.
- May 20, 2025 – Sewer design permitting is in process.
- April 15, 2025 - iMarket executed agreement with EDC. Meeting with iMarket this week to discuss needs for sewer line sizing.
- April 1, 2025 - Still waiting on Development Agreement. They have until April 9. HQ in Korea says that they still have lots of questions.
Highway 79 Sewer Phase 1
- June 3, 2025 – Conducted coordination meetings with Oncor last week. Will need minor alignment revision to avoid a newer power pole. Offers have been sent for construction and permanent easements.
- May 27, 2025 – Appraisals approved on May 22 at Council Meeting. Offers are being sent to property owners for easement acquisition.
- May 20, 2025 – Coordinating with Oncor regarding possible conflict with a new power line they installed. Easement acquisition is going before council this week. Will issue offers to landowners following.
- April 29, 2025 – Preconstruction meeting held last week. Drove the route following the meeting. New Oncor power line recently installed in the vicinity of alignment. Need to coordinate with them to ensure there are no issues with alignment. Appraisals will be back this week and will be brought to the City for potential easement offers.
- April 15, 2025 - Precon meeting planned for April 24. Working on Easement acquisition and materials testing proposal.
- April 8, 2025 - Construction contract documents executed by the City. HDR is assembling the confirmed contract documents with the executed agreements. Will schedule a preconstruction meeting within the next 1-2 weeks. Easement Acquisition is in progress and may take several months. Requesting a materials testing proposal for work needed during construction.
- April 1, 2025 – Executed contract last week. Will have a preconstruction meeting in the coming days.
Highway 79 Sewer Phase 2
- May 20, 2025 – Completed reviews to confirm preliminary alignments. Environmental and cultural resources are ongoing. Expect a draft report in the next two months.
- April 29, 2025 – Some adjustments were made based on a constructibility review.
- April 15, 2025 - Moving into area utility evaluations and high-level easement analysis.
- April 8, 2025 - Work is ongoing. Initiating more detailed route analysis, environmental and cultural resources studies, and easement analysis.
Bull Branch I&I Reduction
- May 20, 2025 – Draft reports are nearing completion.
- April 8, 2025 - Calibrating the collection system model using data collected from the installed flow meters. Using the calibrated model in developing the preliminary engineering for the full Bull Branch extents. Incorporated improvements into the lower Bull Branch interceptor going into the construction phase.
Bull Branch Upsizing Phase 1
- June 3, 2025 – Surveying and staking planned this week followed by erosion control installation. Will be receiving pipe next week. Installation planned to begin July 9. Offer letters have been sent for easement acquisition.
- May 6, 2025 - Easement acquisition in progress.
- April 29, 2025 – Received some initial shop drawings from contractor. Coordinating with parks department to identify staging areas and materials storage.
- April 22, 2025 – Expect construction to begin in Summer.
- April 8, 2025 - Initial construction activities are ongoing. Have received and reviewed several shop drawings for materials. Waiting for revised materials testing proposal for the work. Will forward to the City for approval after review. Easement procurement is in progress. The draft preliminary engineering report for the full extent of the Bull Branch sewer replacement is in review.
- April 1, 2025 – Construction has been authorized. 3-4 Week lead time on fiberglass pipe. Will start seeing activity on the south end when the pipe is delivered.
Tammi Lane Sewer Line
- May 20, 2025 – Sent cultural resources letter to THC last week recommending no impact.
- May 13, 2025 – Received survey and have begun planning alignments based on survey.
- April 29, 2025 – Expect to receive survey this week. Working on identifying needed easements.
- April 22, 2025 – Completed Survey, Geotech, and SUE.
- April 15, 2025 - Cultural Resources letter draft ready for approval and sent to THC.
- April 8, 2025 - Field environmental investigations were completed 3/26. Coordinating survey, geotech, and SUE work. Waiting for processed survey files. Waiting for easement exhibits to start easement negotiations.
LCRR
- June 10, 2025 - Public works started field investigations on June 2.
- May 20, 2025 – New temp staff hire resigned yesterday. Public works will now complete the remaining inventory of around 800 service lines due to the lack of reliability from temporary staff.
- May 13, 2025 – Staffing issues and turnover have affected the project once again. We should have another person by next week.
- April 29, 2025 – As of Wednesday of last week, there were 970 remaining for investigation.
- April 15, 2025 - Field inventory continuing. Had 1500 left last week. Will get an updated number soon.
- April 1, 2025 – Work expected to resume tomorrow.
Murphy Street CDBG Waterline
- June 3, 2025 – Expect design survey this week. HDR will start work on design after receiving the survey.
- May 20, 2025 – Met last week with developer to coordinate utilities installation plans and timelines. Developer to start Permit Review in June.
- May 13, 2025 – Surveyor has been mobilized. Beginning to reach out to existing land owners.
- April 15, 2025 – The project was approved by Council on 4/10. HDR is mobilizing resources to start work.
- April 8, 2025 - Item added to council agenda 4/10
