Envision Taylor Comprehensive Plan
The City of Taylor adopted the Envision Taylor Comprehensive Plan on November 18, 2021, and amended it on May 12, 2022 and on March 9, 2023. The plan provides the vision, goals, objectives and actions necessary to direct the City’s long range growth and development. It is an official policy document that serves as the guide for policy decisions relating to the physical, social, and economic growth of the community.

Downtown Master Plan
In addition to the Comprehensive Plan, the City has adopted other plans to guide growth of specific areas of the City or for specific City functions such as the Historic Downtown. Below are links to those plans.
Parks, Recreation and Open Space Master Plan
The City of Taylor desires to enhance, as well as preserve, the current park system while looking to the future and the parks and recreation needs of generations to come. This Master Plan guides the future for the development of local recreation facilities that meet the needs of the Taylor community.

SAP-SED (Small Area Plan - Special Employment District - North)
The Envision Taylor Comprehensive Plan identifies Implementation Strategies to aid in achieving the plans goals and objectives. The implementation strategy for this area was advised to take shape in the form of a small area plan that should establish community goals with the aid of property owners and stakeholders and identify specific land uses, parks and open space, and transportation.
Due to increasing interest for development within the area deemed as the Special Employment District – North, staff began organizing for the design of a small area plan by the city’s urban design consultant in Fall 2023.
