Event Recap

The second Taylor on Foot event happened on Saturday, July 26. During this event, 23 people including the City Council and volunteers from City staff, police officers, firefighters, the Greater Taylor Foundation, and Taylor ISD took to the streets and knocked on 86 doors in Taylor’s District 4 including homes on Sandy Lane, Crystal Circle, Pin Tail Lane, 7th Street, Victoria Street, and Kirk Street.

Of the 86 homes visited, 44 answered the door and spoke with volunteers. Of those 44 that answered, 24 required follow-up from one of the participating organizations regarding concerns they expressed. By far, the most common concerns were street conditions, flooding, and speeding.

Kirk Flooding of yard and almost garage in rain. Oncor trimming of trees in easement and old poles left, barking dogs up to 12 hours per day - tied up and neglected., street repair. --- Kirk dogs. 09.11.25 - Oncor reported that they recently conducted trimming behind the even side of the street. They are sending someone to inspect behind the odds and will get back with me soon. I gave this information to the homeowner. He said that the dogs are still an issue at --- Kirk. He also said that Oncor trimmed back in March or April after the storms and did not do a complete job, just trimmed some of the broken limbs. Finally, he said that he was the one who called about no notification in advance of street paving and tree trimming. He was very upset about his oak trees. Sent animal complain to ACO Brandon White again today. ACO Brandon White emailed me back with the following report: I have checked into it. The dog does not bark all the time and is not always on the leash. The complaint is upset with the dog owner because they don’t want to live by a neighbor that lives in a trashy looking house. The dog has got out twice that I know of last year. Nothing this year that I can see. I parked down the street and did not hear any dog barking.

Iform about removal of bike lanes. 09.08.25 - Met with new Oncor contact. He is looking into the concerns on both sides of Kirk Street regarding tree trimming in the alley ways.

I called the resident to give her the good news about the street repaving coming soon and the removal of the bike lanes on Mallard. She also updated me that the concern with the Oncor lines is that the poles are leaning and look like they are gonna fall. I sent an email to Cory at Oncor to update him on the additional concern.

09.18.25 - Called and got resident's mother. She said to call back after September 30th.
11.07.25 - Talked with resident. I let her know that the LDC will get updated soon and encouraged her to look for information on public engagement for the Comprehensive plan. I also shared the situation with paving Kirk street and that it is coming. She did share a new concern. Her driveway was torn up to fix a water leak. She wanted to know when it will be fixed. I sent an email to public works inquiring about the leak and the status of the Level Up.

12.01.25 - Public works reported fixing the driveway. Called resident to confirm. She said that they did a great job. Kirk street repairs are on hold but a meeting is scheduled for next week to discuss the plans moving forward.

Kirk Roads, Recycling (need paper), Ducks, No Notice of Visit, Experience with police has been positive with suspicious person but bad regarding ducks. Share Level Up Plans for next year. Kirk Enjoys living in Taylor. Infrastructure. Water flood road, trees in power lines, powerwash schools, look like prisons (Especially Paasman), been here 8 years. Research Oncor Trimming process and report issues to Oncor. Research flooding concerns as they relate to Drainage Master Plan. Forward powerwashing comment to school district. 7.30.25 - Searched Oncor's Website. They do not allow you to request trimming. Sent an email to Public Works to inquire about a contact at Oncor. Contact Armando Perez at Oncor in a few weeks when other issues settle down. Drainage master plan did not identify Kirk street as a flooding concern. Left voice mail for resident to give some clarification. - Resident called back. It was just an FYI. There are no concerns of flooding on this street. He did mention a possibility that a neighbor at --- Kirk has water running beneath her home. 
Victoria Getting new people involved, more businesses for entertainment. City Employee. Wife born and raised in Taylor. Wants more events in Taylor. Centralized calendar for events. Inform about Centralized event Calendar at the Greater Taylor Foundation. 11.07.25 - Called and sent a text message.
Victoria Drainage at 8th and Victoria. Type B Tax. Art Director for Round Rock - Provided photos of drainage issues at his house.  Research Drainage Master Plan to understand our plans for mitigating the flooding concerns. 7.30.25 - Reached out to Flood Mitigation team at HDR to discuss flood mitigation projects that might affect the intersection of 8th and Victoria. The Annie Street Project extends up Annie Street from 2nd, crosses over to Howard on 7th street and runs up howard to Cecilia. This project might mitigate flooding issues at the concerned location. The project is ranked 4 out of 23 on the Drainage Master Plan. Need additional clarification from our Engineers.
07.31.25 - Engineering team confirmed that the Annie Street project would not resolve concerns here. They did say that it would only take a small adjustment to the project to alleviate this area. They are looking into it. 
11.07.25 - Followed up with engineering to see if the extension to the Annie Street project is happening.
11.12.25 - Sent an email to homeowners outlining a possibility that it will be included in the Annie Street Project but not guaranteed. Outlined that we will do a new drainage master plan after the current list of projects is complete and will include their flooding issue in the calculations. 
7th Everything has been pretty good. Mosquitos are bad, need community center for kids. Been here over 50 years. Speeding issues on street. Send speeding concern to Police 09.19.25 - Passed Speeding report to police.

7th Get the swimming poool going again. Excited for 150th celebration. Need Justice Center. Overgrowth (Enforce Mowing) at --- W 7th. Doesn't want proposed 5-story hotel behind house at --- E 6th street. Nondenomination prayers at council meetings. She is Jewish. Wants to know the state of the Wellness and Recreation Center. Inquire about hotel from Development Services. Inquire about tall grass from Code Enforcement 7.28.25 - Sent an email to Frances inviting her to pray at council meetings.
7.29.25 Code Enforcement created a case for the mowing issue. Sent an email to Ms. Sorrow inviting her to offer nondenominational prayers at the council meeting. Development services provided an overview of the referenced 5-story proposed hotel project. The developer of the property has not submitted any documents to start the development process. They have only initiated a pre-development meeting to discuss plans and potential issues with the land development code. 
Pin Tail No one uses bike lanes - waste of money. Traffic by Lozanos at 2nd street is bad with people backing up into traffic. City Council doesn't listen. 10th, 11th, and 12, east of N Main are bad. Need jobs for Taylor Residents. Inform that 10-th and 11th street from Main to Porter are getting Level Up this year and next year. 12th street does not continue beyond Main to the East. 09.19.25 - Called resident and gave the good news about the bike lanes, 10th street, and 11th street. He complimented the City and said that we were doing a great job with out road programs.
Pin Tail Driveway was not completed 2 years ago. City said that he couldn't have two driveways. They count his front sidewalk area as a driveway. Contact Development Services about what it would take to complete his driveway. 7.29.25 - Discussed issue with Code Enforcement and Planning. There are already three curb cuts on the property. This would be a 4th. He has already been denied by Zoning Board of Adjustment for a variance. Inquired of Director - if he removes front pull-through curved drive, if that would satisfy requirements to complete project.
11.7.25 - Development Services indicated that they would take over the issue and work with resident.
Pin Tail Been in Taylor since 1972 and this house since 1980. Love the idea of Taylor on Foot. Proud of Taylor. Wants Mallard bile Lanes Removed candlesticks. Wants to know if bull branch will be converted to concrete like other trails? Primary concerns are Jobs, Housing, and Recreation. Inform resident about pending Mallard bike lane removals and Donna Channel project to include sidewalks in Bull Branch. 09.10.25 - He was very excited to hear about the bike lane removal and the addition of new concrete trails in Bull Branch. He said that he does not experience any flooding but that his house is built higher than his neighbor at ---. 
Pin Tail In Taylor since 2011. Has flooded 4 times. Installed 2 French drains. Insurance doesn't help. Not a flood zone. Questionable people living at ---. Not owners.  Follow up with HDR about Donna Channel Project's affect on this area. 07.31.25 - The property will not be benefited by Donna Channel. A new storm drain along Drake Lane would be needed to address this issue. There appears to be 8 other homes that are affected in the same area. Our drainage engineer recommended calling those other homes to see if they are experiencing flooding.
09.10.25 - Sent concern about --- to Police Department.
11.07.25 - Emailed engineering to confirm if Donna will be extended up Drake.
11.12.25 - Once Donna gets approval from TWDB, HDR will be requesting to use any remaining funds to extend the project up Drake. No guarantees. If not, it will be included in our drainage master plan update.

Started building a spreadsheet of affected homes in the area. Working to see if this area could be addressed during the Donna Channel project.

Crystal City is doing a great job. I like the splash pad downtown. People still speed on Mallard and frequenly run the stop sign. Would love to see the electronic stop signs with flashing lights. Pass speeding report on to Patrol. Contact Public Works about cost of electric stop signs. 09.19.25 - Passed speeding report to police shortly after the event. Crystal Would like to know rules for installing a pergola over driveway. Would like to partner with City to promote Elks Civic Club in the City.  Contact Development Services about requirements for car port. 7.29 Sent an email to Development Services to inquire about rules surrounding installation of cover in front of home.
09.19.25 - Informed resident that carports are allowed in the 2nd layer but not in the first layer of a home.
Crystal Would like to see a dog park in Taylor. Been here 30 years. Love the small town feel and sad to see that part changing. Pass dog park request to parks for inclusion in parks master plan public input 09.19.25 - Sent feedback to parks director.
Crystal Grew up in Taylor. Work for Wilco now in Emergency Management. Schools have been good. Have had kids in all district levels. Need indoor recreation space for kids, especially basketball. More food options. Pass rec center request to Parks. 09.19.25 - Sent feedback to parks director.
Sandy Parks are good. Police has been good. Code enforcement sent a letter. Concerned that letter date and compliance date were the same.  Contact Code Enforcement about the letter dates.  09.19.25 - Addressed code enforcement letter concern. The letter was misdated.

HDR has added Sandy Lane to their project list and will be bringing the City an estimated cost to do an analysis of the drainage concerns in the neighborhood and bring the City recommendations and cost estimates for mitigation. They have confirmed that the development proposing a wastewater package plant on Turkey Creek will not impact flooding down stream by any measurable amount. 
11.7.25 - HDR completed a cost estimate to conduct a flooding mitigation analysis on Sandy Lane. Sent an email to engineering to see if they had received direction to study the flooding concerns yet.
11.12.25 - At this time, it is too expensive to conduct a dedicated study of this neighborhood for drainage improvements. Once all higher priority drainage projects are completed, this project will be reassessed and a plan established to address flooding concerns. Emailed the resident with the update. 
Sandy All good. Would like to see potholes on Sandy filled.  Report potholes to Public Works 11.07.25 - Potholes submitted to Public Works for repair. 
Sandy Uses parks. They need more shade. There is no turn lane on Highway 95 and it is dangerous.  Notify Parks of request for additional shade. Feedback could be included in master planning. 09.19.25 - Sent feedback to parks director.
Sandy Lost everything to 2015 flood. County kept up the road before annexation. City does not. Need to clean out the creek way to the south of neighborhood. Maybe we can get help from the County? Sandy Property to the south is overgrown.  Notify Resident that property is outside of City limits. 09.06.25 - Ran into Resident at a local event. I informed her that the property to her south is outside of City limits. We are unable to enforce mowing there. I did let her know that with all of the development coming to Taylor, it is likely that the property will annex eventually.
